As President Biden considers sweeping changes to the American asylum system, his administration took smaller steps this week to try to control the system’s notorious backlogs. On Thursday, the administration proposed a rule change that would allow officers to quickly identify people who are ineligible for asylum, such as those who have been convicted of serious crimes. The goal of the proposal, which must go through a 30-day public comment period, is to remove ineligible people from the United States soon after they cross the border, rather than allowing them to wait months, or often years, for asylum proceedings. Also Thursday, the U.S. Citizenship and Immigration Services issued a new policy instructing asylum officers to consider whether applicants could find refuge in their own countries before coming to the United States.

President Biden has faced criticism for his handling of the southern border, and the issue is a key concern for many voters in this year’s presidential election. U.S. officials have, in recent years, increasingly turned to international partnerships to help them keep large numbers of migrants from reaching the southern border. The United States relies heavily on Mexico, its closest partner on migration, to control the number of people who are destined for the southern border. In late December, Mr. Blinken and Alejandro N. Mayorkas, the homeland security secretary, went to Mexico to discuss increased enforcement during a month in which U.S. border agents had encounters with more than 250,000 migrants. Since then, the number of migrants arriving at the southern border has dropped dramatically.

A U.S. Secret Service agent was removed from Vice President Kamala Harris’s security detail this week after the officer “began displaying behavior their colleagues found distressing,” an agency spokesman said on Thursday. The incident happened Monday morning at Joint Base Andrews outside of Washington, shortly before Ms. Harris left for a campaign event in Wisconsin. A New York Times reporter who was among the media members traveling with Ms. Harris heard medical personnel trying to calm a person down at the scene. “At approximately 9 a.m. April 22, a U.S. Secret Service special agent supporting the vice president’s departure from Joint Base Andrews began displaying behavior their colleagues found distressing,” the Secret Service spokesman, Anthony Guglielmi, said in a statement. “The agent was removed from their assignment while medical personnel were summoned,” Mr. Guglielmi said.

U.S. Restarts Deportation Flights to Haiti

Immigration officials sent dozens of Haitians back to their home country on Thursday, according to three government officials, in the first deportation flight conducted by the United States government in months to the country, which has been gripped by widespread violence. Deportation flights are generally viewed as a way to deter migrants from crossing the southern border without authorization. The United States has been concerned about migration from Haiti after a gang takeover of its capital, Port-au-Prince, this year led to the planned resignation of the prime minister, Ariel Henry. Still, the deportation flight on Thursday caught many immigrant advocacy groups by surprise. The U.S. government itself advises Americans not to visit Haiti, citing “kidnapping, crime, civil unrest, and poor health care infrastructure,” and has previously told family members of American officials in Haiti to leave.

With national attention focused on the chaos at the southern border, President Biden has been steadily rebuilding a legal pathway for immigration that was gutted during the Trump administration. The United States has allowed more than 40,000 refugees into the country in the first five months of the fiscal year after they passed a rigorous, often yearslong, screening process that includes security and medical vetting and interviews with American officers overseas. The figure represents a significant expansion of the refugee program, which is at the heart of U.S. laws that provide desperate people from around the world with a legal way to find safe haven in the United States. The United States has not granted refugee status to so many people in such a short period of time in more than seven years. The Biden administration is now on target to allow in 125,000 refugees this year, the most in three decades, said Angelo Fernández Hernández, a White House spokesman.

On a recent evening in California, a woman named Sandra was at a birthday party with her 15-year-old son when she glanced at the clock. She started to panic: It was after 10 p.m.She had less than an hour to get home in time for an 11 p.m. curfew set by U.S. immigration authorities, part of a nearly year-old tracking system for migrant families who hope to be granted asylum in the United States. She motioned to her son that they had to leave, and hustled him out the door and into the car. They made it home at 10:58 p.m., the bulky GPS monitor on her right ankle pinging out her location to the authorities keeping track. Her heart, which had been slamming in her chest the whole ride home, finally slowed.

Confronting the fraught politics of immigration, President Biden wants to focus attention on the decision by Republicans in Congress, egged on by former President Donald J. Trump, to block a bipartisan deal that would provide an infusion of money for border security and allow the president to close off the border to asylum seekers. On the defensive, Republicans have escalated their longstanding effort to tie migrants to heinous crimes. Both strategies were on full display on Thursday night as Mr. Biden delivered his State of the Union address. The dynamic has Mr. Biden, who heading into the general election campaign has signaled a harder line on immigration, walking a careful path, as his clash with Republicans on Thursday night demonstrated. He at once promised to bring back “order” at the border while also vowing not to assail migrants in the manner of Mr. Trump and his allies.

The United States plans to deport the Mexican man who was acquitted of killing Kathryn Steinle, a woman whose 2015 death while strolling along a San Francisco pier fueled a fierce national debate over immigration, officials said Thursday. Donald J. Trump, then a presidential candidate, highlighted the case in his attacks on migration and sanctuary cities. Jose Inez Garcia Zarate was acquitted by a jury in November 2017 on murder and manslaughter charges but was convicted of being a felon in possession of a firearm. ICE plans to deport Mr. Garcia Zarate to central or southern Mexico within days or a week, according to an official with the Department of Homeland Security. The person, who was not authorized to discuss the case publicly, spoke on condition of anonymity.

President Biden is considering executive action that could prevent people who cross illegally into the United States from claiming asylum, several people with knowledge of the proposal said Wednesday. The move would suspend longtime guarantees that give anyone who steps onto U.S. soil the right to ask for safe haven. The order would put into effect a key policy in a bipartisan bill that Republicans thwarted earlier this month, even though it had some of the most significant border security restrictions Congress has contemplated in years. The action under consideration by the White House would have a similar trigger for blocking asylum to new entrants, the people with knowledge of the proposal say. They spoke on the condition of anonymity to discuss internal deliberations.

President Biden on Wednesday shielded thousands of Palestinians in the United States from deportation for the next 18 months, using an obscure immigration authority as he faces mounting criticism over U.S. support for Israel in the Gaza war. About 6,000 Palestinians are eligible for the reprieve under a program called Deferred Enforced Departure, which allows immigrants whose homelands are in crisis to remain in the United States and work legally. In a memo obtained by The New York Times, Mr. Biden said that “many civilians remain in danger” in Gaza after the Oct. 7 attacks by Hamas. “Therefore, I am directing the deferral of removal of certain Palestinians who are present in the United States,” he said.

Illegal Border Crossings Plummeted in January

The number of people crossing illegally into the United States from Mexico has dropped by 50 percent in the past month, authorities said on Tuesday, as President Biden comes under growing pressure from both parties over security at the border. U.S. Customs and Border Protection said it had encountered migrants between ports of entry 124,220 times in January, down from more than 249,000 the previous month. The figures do not change the fact that the number of people crossing into the United States has reached record levels during the Biden administration, and crossings typically dip in January. Immigration trends are affected by weather patterns and other issues, making it difficult to draw conclusions from monthly numbers. But the drop in crossings was a glimmer of good news for the Biden administration as House Republicans impeached Alejandro N. Mayorkas, the homeland security secretary, on Tuesday on charges of willfully refusing to enforce border laws.

When deportation flights from the United States to Venezuela resumed last fall after four years, it was a move meant to show that President Biden was aggressively tackling the record numbers of crossings at the U.S. southern border. The expulsions were also meant to deter other Venezuelans who might be considering the journey. But on Wednesday, for the second week in a row, U.S.-run flights to Venezuela carrying migrants did not depart as planned — a move that seems to be initiated by Venezuela. The Venezuelan government did not respond to repeated requests for comment about whether it was permanently halting the deportation flights, but a social media post by Venezuela’s vice president last month threatened to stop them after the United States reimposed some economic sanctions. Officials at the U.S. Department of Homeland Security confirmed that a flight scheduled last week and another scheduled Wednesday had both been canceled.

The United States has quietly resumed deporting some Mexicans on flights that carry them far from the southern border, U.S. and Mexican officials said, a move designed in part to discourage them from repeatedly trying to cross into the United States. A senior Mexican official, also speaking on the condition of anonymity, said the flights were expected to continue on a regular basis. Tuesday’s flight was the first of its kind in nearly two years. U.S. authorities more commonly deport Mexicans over land, near the border. But the number of Mexicans crossing into the United States has spiked in recent months, prompting U.S. authorities to find more forceful ways to discourage people from making the trip north.

On President Biden’s first day in office, he paused nearly all deportations. He vowed to end the harsh practices of the Trump administration, show compassion toward those wishing to come to the United States and secure the southern border. He wanted to show the world that the United States was a humane nation, while also demonstrating to his fellow citizens that government could work again. But those early promises have largely been set aside as chaos engulfs the border and imperils Mr. Biden’s re-election hopes. The number of people crossing into the United States has reached record levels, more than double than in the Trump years.

All have been hit by a boycott campaign over Israel's military offensive in the Gaza Strip since the deadly Hamas attack in southern Israel on Oct. 7. Western brands are feeling the impact in Egypt and Jordan, and there are signs the campaign is spreading in some other Arab countries including Kuwait and Morocco. Videos have circulated of what appear to be Israeli troops washing clothes with well-known detergent brands which viewers are urged to boycott. In Kuwait City on Tuesday evening, a tour of seven branches of Starbucks, McDonald's and KFC found them nearly empty. Previous boycott campaigns in Egypt, the Arab world's most populous nation, had less impact, including those advocated by the Palestinian-led Boycott, Divestment, Sanctions (BDS) movement.

Nov 16 (Reuters) - Palestine drew 0-0 with Lebanon on Thursday in a World Cup qualifier played without fans in the United Arab Emirates due to the Israel-Gaza conflict. Despite starting official training only four days ago, the Palestinians started the game well. Lebanon's Ali Al Haj shot into the side netting after 87 minutes before Matar saved Oday Dabbagh's close-range shot with his out-stretched leg in the final minute. Al Ain made the announcement on social media platform X with a video clip reviewing Crespo's career as a player and coach. Al Ain signed 51-year-old Schroeder last May after the departure of coach Sergei Rebrov, but media have linked the Dutch coach with Saudi champions Al-Ittihad, who have sacked Portuguese coach Nuno Espirito Santo.
